An Exception to the 'Golem effect'

As a part of the 'Organisational Behavior' curriculum, we've been mugging impressive, exotic sounding jargon like Pygmalion syndrome, Golem effect and all that jazz.
The Golem effect supposedly occurs when low expectations from others has a demoralising and adverse impact on a person's performance.
Specious...
I can readily recall one notable exception whose performance at the helm of the Railway Ministry has improved remarkably despite the expectations from him being at an all time low.
